Can you really win a fortune by joining free lotto sites?

I was surprised seeing a free lotto site in the top 100 of Alexa for Philippines (currently #43). So, this means that some Filipinos are trying their luck on free lotto? Why pay 10 pesos on PCSO, if you can win million dollars for free?

But is this true? Can you really win a fortune in free loto? I don’t know? I haven’t heard of any Filipino who won on free lotto despite its popularity on Filipino web surfers.
